Overview

This position is an RFP position and is contingent upon contract award. Goldbelt Operations Support Services, LLC (GbOSS) offers expert construction, renovation, and support services. GbOSS provides services ranging from design?build to finish work and serves federal clients as a general contractor. GbOSS is 8(a) certified.

GbOSS is in search of a Construction Inspector (CI). The CI provides on?site oversight, inspection, and quality assurance for construction, renovation, and repair activities supporting the U.S. Coast Guard Risk Management Framework (RMF). The role ensures all work complies with contract requirements, applicable building codes, safety standards, and Coast Guard specifications. The CI documents progress, identifies deficiencies, and serves as a technical liaison between project stakeholders, contractors, and personnel.

Responsibilities


  • Perform a variety of inspection duties, including monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs, and inspect U.S. Coast Guard facilities for maintenance issues.
  • Ensure construction is in accordance with plans and specifications.
  • Make on?site inspections of construction projects and provide written reports.
  • Perform reviews including, but not limited to, equipment and material submittals, progress charts, QC and Safety Plans, and various work plans.
  • Photograph construction progress and logically file records for transmission as required.
  • Monitor the Contractors Quality Control Program for compliance with applicable standards.
  • Research and identify design and/or construction problems and provide recommendations to the U.S. Coast Guard Construction Project Manager/Contracting Officers Representative (COR)/Contracting Officer (KO).
  • Witness acceptance testing, commissioning, and participate in inspections.
  • Perform inspections of construction and U.S. Coast Guard facilities.
  • Meet with the U.S. Coast Guard to keep them informed of changes to work or schedule constraints.
  • Review daily Contractors Reports and prepare reports.
  • Monitor job?site safety and compliance.
  • Maintain a complete, updated file of approved submittals for the construction contract, reviewing submittals against installed materials and monitoring the schedule of submittals.
  • Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, and more.
  • Review and assist in resolving technical issues, including RFIs and DCRs, construction contractor progress schedules, and requests for information.
  • Prepare supporting information for proposed modifications.
  • Prepare field sketches, measurements, and recommend solutions to the U.S. Coast Guard COR.
  • Maintain a current set of contract plans and specifications with executed modifications posted.
  • Ensure the construction contractor is maintaining a current set of as?built drawings and updates the construction schedule.
  • Perform labor interviews when directed by the KO or COR.
  • Perform pre?construction plan reviews.
  • Arrange for transfer of documents, O&M manuals, spare parts, tools, as?built drawings, keys, and guarantees to the Coast Guard.
  • Monitor compliance with environmental protection requirements; noncompliance shall be brought to the attention of the COR and the construction contractor.
  • Observes representative construction contractors on?site samplings and tests to assure that the test procedures are satisfactory.
  • Keep the COR fully informed of any technical or contractual difficulties encountered during performance.
  • Review payment requests/invoices and provide recommendations to the U.S. Coast Guard construction contract COR.
  • Review, analyze, and make recommendations including preparation of cost estimates and time/schedule impacts on potential construction changes for the Project Manager/COR.
  • Perform other duties as needed.


Essential Skills and Knowledge
  • In?depth knowledge of construction principles, techniques, and safety standards.
  • Ability to read and interpret construction drawings, specifications, and technical documentation.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office and basic construction management/reporting tools.


Minimum Qualifications

A CI candidate can meet the minimum qualifications for this contract by meeting either the Engineer/Architect qualifications described in a below OR the Experienced Tradesperson qualifications described in b below. All CI candidates must also meet the minimum qualifications identified in c below.

  1. Engineer / Architect
    • ABET?accredited 4?year Architecture/Engineering/Construction Management Degree. Must provide degree and year received, major, and name of school/college/university.
    • At least 5 years total experience inspecting or managing multiple construction contracts involving multiple disciplines/trades.
    • At least 3 years of construction oversight experience within the last 7 years on projects with a construction dollar value of approximately $500?k$5?M per project. Must provide position title, responsibilities, project start/completion dates, and project dollar value.
    • QA/QC inspector experience and knowledge of managing multi?trade construction projects.


  2. Experienced Tradesperson
    • High School Level Education. Must provide name of school and year graduated.
    • At least 10 years of total experience in construction management, construction supervision, facility management, or quality control.
    • At least 5 years of construction oversight experience within the last 10 years on projects with a construction dollar value of approximately $500?k$5?M per project. Must provide position title, responsibilities, project start/completion dates, and project dollar value.
    • Experience as a construction superintendent, providing both supervision and QA/QC duties.
    • Experience with facility and building systems (envelope, HVAC, plumbing, electrical, mechanical, structural, etc.) and managing all building trades, subcontracts, and construction safety.


  3. Requirements for all Construction Inspectors
    • Experience with design?build or design?bid?build contracts. Must provide position title, project location, and project description.
    • Demonstrated hands?on experience in inspecting facilities and construction for compliance with contract requirements.
    • Physical ability: climb and maintain body balance; use hands and arms fully; stand, kneel, bend, crawl, or crouch for long periods; and see well (natural or corrected).
    • Must meet all HSPD?12 requirements, including eligibility for a Tier?I/SF?85 (NACI or equivalent) background investigation and issuance of a Common Access Card (CAC) through TASS, and maintain approval to access Coast Guard or DoD facilities, systems, and sensitive but unclassified information.





Preferred Qualifications
  • Associates or Bachelors degree in Construction Management, Engineering, or a related field.
  • Experience with federal, military, or government construction projects.
